地域特性からみたレンタサイクルシステムの効果と課題   :   The effects and issues of Rent-a-Cycle System from the analysis of its utilization at three different district locations

内容 駅周辺の放置自転車対策として, レンタサイクルシステムを導入している先進事例の3地域を対象にその利用実態を明らかにした.土地利用の構成の異なる3地域ではレンタサイクルの正・逆の利用パタンの構成も異なる.住・商・工の混合地域といった, 逆利用の対象施設がある地域では, ある程度の割合で正・逆利用が組み合わさり, 駅に集中する自転車を減少させる効果は高いことが明らかになった.また住居専用地域のように, 正利用に偏る地域においても共用の効率は若干ながらも認められる.逆利用を広めるPR, より利用しやすい運営や設置場所の確保も課題であるが, 他の放置自転車対策との組合わせによって, 普及を広めていくことが必要である.
A rent-a-cycle System has recently been introduced in several areas as a new strategy to alleviate the excess concentration of bicycle deposit at railway station. This present paper investigated the actual situation of which the system is being utilized, employing direct observation and questionaires at three district locations, i.e. Ooizumi-gakuen, Hiratsuka, and Ageo. With regard to the direction of usage of the system, two types were recognized-one utilizing the bicycle from home to station (referred to as regular-way usage), and the other from station to working place (referred to as counter-way usage). Reduction of the excess concentration of bicycle deposit would be achieved most effectively when the two types of usage are kept at the same ratio, as was the case observed at Hiratsuka and Ageo areas where industries, offices and homes are mixed. Even in a predominantly residential area such as Ooizumi-gakuen, where the regular-way outweighed counter-way usage, the system would be effective to certain extent. Further expansion of the rent-a-cycle system coupled with additional means such as charged parking lots, supervised zone, etc., would play enough role to solve the bicycle problem at railway station.
