公共投資計画からみた公園緑地整備手法の展開   :   The Development of Ways of Providing Parks and Open Spaces as Seen from Public Investment Planning

内容 本論文は著しく立ち遅れたわが国の公園緑地の整備状況を改善するため, 特にその中核的施設である都市公園の整備に公共投資計画を導入しようとした経緯, 及び成立した公共投資計画である都市公園等整備五箇年計画の内容と運用実態について論じ, その成果について検証したものである.
The provision of the current parks in Japan began with a Proclamation by the Meiji Government in 1873, but, apart from the reconstruction work following the Great Kanto Earthquake and the projects for open spaces as a safety precaution from bombing in the war during the latter half of 1935, scarcely any planned budget could be obtained to finance provision of this sort. This was the main reason for the extremely low level in the standard of urban parks which comprised Japan's parks and open spaces, and especially those main facilities throughout the period up unitl the postwar high level expansion. Japan's economic society which had received a particularly crushing blow as a result of the Second World War made a post war revival, and at a time when she was continuing toachieve a prosperity greater than before the war, the extremely low standard in publicfacilities for well-being in daily life, and in particular, urban parks, was a result of the promised planned investment for urban parks not being forthcoming. This paper discusses the social background which sought to improve the situation regarding Japan's urban greenery and open spaces which were very meagre, and looks at the activities of the Research Council, made up of experts in the field, to break through these conditions. The first section explains the economic background at the inauguration of the Research Council and the various public investment plans. The second section indicates the measures (the introduction of various laws) to deal with pollution which inevitably accompanied economic and urban development. It explains the delay in measures taken to promote urban greenery and open spaces at the root of these conditions. Section three explains the inauguration and research activities of the Urban Parks Problem Research Council (hereinafter referred to as the Research Council) made up of experts, who were able to learn a great deal about these conditions, and their results, notably the key point of their activities was the proposal to seek to establis
