公園緑地整備制度における個別手法の段階的拡充と総合化のプロセス : Expanding and Synthesizing Process of Individual Systems for Parks and Open Spaces Development

内容 本論文は第2次世界大戦後のわが国の経済社会の復興及び引き続く発展期において, 都市及び産業の著しい発展がもたらした都市内外の自然地の破壊, 公園緑地の潰廃の急激な増加に対して, 公物である公園の基本法として制定された都市公園法及び多様な所有形態と様々な態様を示す自然地の保全に係る地域制の緑地保全諸法の成立過程について検証した.これら諸制度を総合的に運用しようとする緑のマスタープランの役割について論じたものである.
This paper discusses the significance and the role of various types of individual systems which have, in stages, furthered the provision of urban parks following the establishment of Urban Parks Legislation which was considerably augmented by the system of legislation relating to the conservation and provision of urban parks, it further confirms the course of these individual systems based on a Green Master Plan established with each District Urban Policy throughout Japan based on the establishment of a New Urban Planning Law and other similar laws. To prevent the continual reorganisation of urban parks which accompanied the rapid changes in postwar economic development and urban structuring, financial aspects of the Urban Parks Law, established as a Public Facilities Administration Law were taken into consideration and the important questions were set out for consideration. The inauguration of a Green Space Conservation System based on zoning followed on repidly after that. Systems were organised, in rapid succession, for the preservation of historic natural features, for the conservation of green zones of suburban areas in major cities, for the conservation of urban green spaces and for agricultural land in urbanised areas and so on, all as a means of planned green areas, and so effective preservation of green areas was beginning. Various analyses were made of these green areas, which were fundamentally private land, for their effectiveness and limitations within the system for preserving green areas based on zoning. These individual methods, as can be seen in the pre-war Tokyo Green Plan, were definitely not organised systematically in green locations, but as a whole, the provision of parks and open spaces, and the system of conservation was organised in accordance with characteristics and locations, and in cases where overlapping occurred, they were judged according to composition.
