産直センターの運営と需給調整   :   Efficiency implications of the 'Sanchoku' system.

内容 生協産直をめぐっては, 生産者と消費者の提携や生産物の安全性が重視され, 流通の効率性についてはあまり議論されてこなかった.これまで産直センターは生協との取引に依存し, 加工業者や外食企業等への販売チャネルの拡大が遅れていた.さらに, 産直センター運営において, 担っている業務内容に比べ職員数が多く非効率的である.センター運営の効率化には生協以外の販路を拡大し, 生産予測による柔軟な特価販売対応が必要となる.
While the main issues in the discussions on the 'Sanchoku' system (i.e direct transaction of fresh produce between consumer's co-opelatives and producer's groups.) have been its effects on the mutual understanding between the producer and the consumer or on the safety of the produce, its effects on the efficiency within the distribution system have largely been ignored. Under the 'Sanchoku' system, producer's groups have typically relied on consumer's co-operatives for their outlets but have not expanded their distribution networks among food processing companies and food service industries. In addition, the 'Sanchoku' system tends to be inefficiently managed in the sense that it typically has a larger size of workforce than necessary to perform the range of the functions it currently serves. For a better management of the 'Sanchoku' system, it would be necessary to expand its outlet beyond consumers' co-ops, to establish a system of better predicting the production amount, and to allow more flexible pricing of its produce depending on the production amount and the market demand.
